Back in 1978, proposition 13 was created to put a cap on the government increasing property taxes.  Then in 1982, the Mello Roos Community Facilities Act was passed to allow the additional fees needed to pay for public facilities used by the communities they served. It takes a vote and a 2/3 majority of people to add a CFD (Mello-roos community facilities district) fee by the people it is designed to serve.
Special assessments are for all purposes pretty much the new terminology.  However, I have often seen special assessments placed on new housing tracts prior to construction.  These assessments are all normal but in the past, many builders paid them.  However, lately they have been passing them on to the future homeowner.
For instance, I bought a home in one tract that paid the school bond outright for their tract while the one next to us didn&#039;t.  Our combined tax rate was 1.3% (base property tax plus special assessments) while the neighboring tract was 1.7%.
Special assessments are for things like road bonds, school bonds, street lights, etc.  It really is easier way for an additional method of taxation.

When you can borrow $10,000 on a mortgage for about $70 per month, the savings from low assessments can be put right back into a better or higher level home which can really help your investment.

If you want nothing to do with her, she can always say, &quot;well, I was just joking....&quot;
If you respond more favorably, then she can easily drop the &quot;just joking&quot; part and voila, ... instant relationship.
Its actually a pretty old trick to play on the opposite sex.    Great when it works tho.
If she wants to play, then just play with her.    There is nothing wrong with playful banter... and I don&#039;t really care what the PC people say about that.   
Treat it as play until the fateful day comes that she asks you out on a date.  (and she will... eventually.  Females don&#039;t &quot;play&quot; married to guys they don&#039;t like)
At that point you can make up your mind whether or not to actually take her up on the offer.
But until then... I wouldn&#039;t worry about it.   Just enjoy her company.</description>
